How to for Bodice

Hi all,
I was hoping someone might be able to help me figure out how to do the bottom of this bodice https://www.pinterest.com/pin/457678380865624102/. I can figure out the top just fine but I get lost around the side pleats.
It is one of May's gowns from the Age of Innocence which I know is probably not 100% correct but I want to make a variation of it for Halloween this year.

This is very simple. Just make the back tails on the sides about 6-8" longer than the center back section. Put pleats in on the back side to make it the same length as the back section. Then for the center back, make the center about 6-8" longer at the center than the sides. Gather the center back to take out that 6-8" again.

They left the seams unsewn from the tie string down, at least. Place a drawstring across the entire back, about 10" above the hem. They didn't match up all the lengths of the pieces evenly, which gives you a wavy hem line.
