1860s skirt

If you want to make a simple 1860s skirt to wear over a TV141 crinoline. Can you just sew a long rectangel?

Yes, that is exactly how you want to make the skirts. You want to use 3 1/2 or 4 widths of fabric for your skirt. Sew the selvages together, hem the bottom, and then pleat the top to fit a waistband. If you need the front to be shorter than the back, cut the difference off the top, so the hem stays level.
