An extra large bustle, or extra petticoats?

So I came across this picture recently.

Is it more likely that she's wearing a larger-than-normal bustle, or a lot more petticoats?

When you wear a corset full time, extra weight that you add to a body will not go to the waist area. Instead, it will find a home below the waistline in the belly/hip area, where there is more room. And corsets of the period are not designed to control the belly at all. So part of the bulk is just her body. And she most likely has several petticoats on, and a hoop shaped bustle to boot. All combined make for this belly heavy look that is typical of the Victorian era. You can see this even on thin women, but it becomes overly exaggerated on heavier frames.

Interesting. So there's probably nothing unusual about the bustle itself?

This is an realy 1870s dress, so the bustle was often a hoop with the bustle top. It is not unusual at all, and you can see some really huge skirts for this period. by 1873, the hoop shape flattens in front quite a bit. But 1869-1872, this is the main shape.
