Petticoat for walking cage crinoline

I am using your free pattern for the petticoat and I was wondering about measuring for length. Should I measure over the crinoline from waist to floor? Then subtract to couple of inches? This applies to the skirt that will be worn over it, too.

Yes, you will want to measure at both the front and back, as the lengths will be different. I would measure to the floor and then subtract a couple of inches from that, for the skirt. Then make the petticoat 2" shorter than your skirt. You want the dress skirt to be short enough that it doesn't swing under you feet when you walk, and trip you. But you don't want it to look overly short, either.

I plan to wear shoes that are between 2 and 2 1/2" high. So if I am barefoot, I can use that measurement to the floor for the skirt and that would be okay, yes?

Yes, that should work fine. That's actually how I do my own skirts, floor length barefoot, and then the shoes give me the clearance I need.
