I have no experience with vinyl, so I can't really help you with any special needs for its use. If you use twill for the lining, you won't need anything else. If you want to use a decor fabric of any kind, you simply back it with one on the layers of twill the pattern calls for. Then you can construct the garment exactly as the pattern call for, only the outside layer is now the decor fabric and the twill together. Do not use vinyl for backing. OK so, I ...
