If you are worried about the corset rubbing against the bodice,why not make it in one piece? Kinda hard to explain but hear me out: Make the bodice and corset like normal, and then once everything is on, pin/mark the corset where it hits on the bodice( ex: center front/back ) And then sew the corset...

It's all about creativity. There really is no right or wrong way to bustle up a dress. Just play with the placement a bit, but 2-4 tapes does seem like a good amount. :)

Kelly, this reminds me of the 1906 dinner dress you made a while ago. To just summarize what Bookwyrm said, It just looks like everything is fitted to a boned base, with the layers tacked on. It may take a while, but i have no doubt that you can do it!!
