I think you just need a basic bodice. I think the tails would be easiest to add to the waist with a seam, rather than a long extension of the bodice pieces. There is a little bit of ease in the bust, so you can probably cut the smaller size. If you need to add room later, you can always let the side seam out a bit to get the extra back.

The cup size is more about the relative sizes between waist and hip than actual cup size. Using more than one patterned fabric in a garment was usually considered overly busy, and not in good taste. Just a convention of style.

If you are wanting to be as authentic as possible, then I would go with something a little less bold. But if you are wanting to make a beautiful dress, then go for it! You can still choose the size based on your hip measure, then let the darts out for a larger waist. If you want a larger bustle, then go with your waist measure. Cut the waistband according to your waist measure. It most likely won't matter all that much either way.

For hem facings, I usually use the skirt fabric itself. Or if that is not practical, then I use a cotton broadcloth in a similar color. If you need/want to pad the hem a bit, then I like to use a natural drill, flat-lined onto the facing.

I think you can wear anything you like. You can always wear a low cut evening dress, regardless of age. But if you want to cover up a bit more, you can do that, too. You can use any of the 1890s skirt for an evening dress, including the Walking dress. If you want a train, then go with TV292 or TV298. 292 is more A-line, and 298 is very straight in the front. It's always is best to fit with the high neck, and after you have it fitting properly, design the yoke shape and re-cut.
