It's all so pretty! I especially love the petticoat with the tucks.
It's almost a shame to cover such lovely garments. Somebody correct me if I'm wrong but isn't there a convention where there's an event everybody comes to in their underwear?

An issue I can see with seaming rainbow panels for an overskirt is if any swags allow the backside to show. You might have to line the overskirt to keep it clean. The TV208 skirt is good for all those skirts except the brown dress which looks like it has the more asymmetrical drapery common in the 1880s. You must post pictures of your work. I'll second the duct tape method. I've used proper metal hoop wire joining thingies and I really prefer a 1.5 inch overlap and a few rounds of white duct tape.

If you shop for fabric at Hancock fabrics, be on the lookout for home decorator silk if you fancy that sort of stuff. I found a whole 15 yard bolt of 100% silk in the 'Spot the Bolt for Home' section (used to be Red Tag) with the spot percentage discount bringing the price down to $2.99 a yard!
